Elliott Klein, M.B.A. – Executive Director

As Executive Director, Mr. Klein oversees all aspects of NYPCC.  With more than a quarter century of experience at NYPCC, he has direct, hands-on experience with all facets of its operations.  He is NYPCC’s direct liaison with the NY State Office of Mental Health, and other governmental agencies.  In addition, he is on the Board of the Coalition of Behavioral Health Agencies, Inc. and Coordinated Behavioral Care, Inc.

Edward Klein, C.P.A., C.G.M.A.- Associate Executive Director

Mr. Klein is responsible for the financial operations of NYPCC and is head of its Human Resources Department.

Eric B. Bettelheim, J.D. – Director of Program Operations and General Counsel

With more than 20 years experience working with NYPCC, Mr. Bettelheim oversees the day-to-day, non-clinical aspects of NYPCC’s operations, and supervises its outside legal counsel.

Cruz Fuksman, L.M.S.W. – Community Liaison

Ms. Fuksman brings with her mental health experience learned in both academia (BS in Human Services from Boricua College and Masters Degree in Social Work from Hunter College School of Social Work) and more than a dozen years working as a caseworker, casework supervisor and director for a variety of mental health programs. She has also worked as an adjunct professor in the AA program at LaGuardia Community College. Pierre Jean-Noel, M.D. – Coordinator of Psychiatric Services

Dr. Noel is a graduate of the State University of Haiti School of Medicine, and a member of the American Psychiatric Association, the American Academy of Child and Adolescent Psychiatry, the American Association of Directors of Psychiatry Residency Training Program, the American Society of Clinical Psychopharmacology, and the National Black MBA Association. He is Board Certified in Adult, Child and Adolescent Psychiatry and is the Director of the Child and Adolescent Psychiatry Division at the Brookdale University Hospital and Medical Center. Dr. Jean-Noel has been appointed Clinical Assistant Professor of Psychiatry and is a past President of the Brooklyn Psychiatric Society.  He is a Fellow of both the American Psychiatric Association and the American Academy of Child and Adolescent Psychiatry. Phil Tamburino-Coordinator of NYPCC’s CDT Programs and Administrator

(Coordinator of NYPCC’s CDT Programs and Administrator, Springfield Gardens Continuing Day Treatment Program) was born in the Bronx back when the Bronx was considered “the country.”  After attending Mount St. Michael’s Academy, Phil did a stint in the Marines.  After completing active duty, he received his BA from Columbia University and his masters’ degree from Hunter College.  Over a thirty year period, he has provided mental health services as a social worker, supervisor and administrator for a number of family, psychiatric and drug abuse treatment programs.  After September 11, 2001, Phil provided mental health services at Ground Zero for 5-1/2 months.  He has been with NYPCC since 2002, and lives in Floral Park with Pat, his wife of more than 30 years.  They have two children.  In his spare time, Phil runs marathons, and in 2006 ran to benefit St. Jude’s Children’s Research Hospital in Memphis, Tennessee.

Joseph Santiago, L.M.H.C.- Coordinator, NYPCC Clinic Treatment Services

(Coordinator, NYPCC Clinic Treatment Services; Administrator, NYPCC Child and Family Mental Health Centers) was born and raised in NYC, received a degree in Forensic Psychology from John Jay College of Criminal Justice in 1984, and is a Licensed Mental Health Counselor, Certified Clinical Criminal Justice Specialist and a Certified Alcohol and Substance Abuse Counselor.  He came to NYPCC in 2007 from a community mental health center in the Bronx, where he had been Forensic Program Director.  Joe is a Distinguished Adjunct Professor at Alliance Graduate School of Counseling and at the College of New Rochelle.
